cl_nopred and ex_interp

Only just read that cl_nopred is now a redundant cvar, it doesn't actually do anything anymore. Valve will apparently be removing it totally from the HL engine next release.

Another thing changing may be ex_interp, Valve want to level the playing field and are going to lock its value to 0.1. Hmmm.
