Circlet pattern

I got a real newbie question, for the crafters out there.

How does the circlet pattern, and the pattern for the pointy hat work? can it be applied to a cirlet allready made, or should it be used at the time of crafting the thing?

If it CAN be applied to an allready crafted circlet, does the combine process require any crafting ability?

You need the pattern as an ingredient when you make the circlet. Can't use it at any other time.
