If you click on the Mighty Midgard Hammer you get Albion guild listing.

It isn't a bug, we have assimilated midgard, and Hibernia will be next (resistance is futile etc..)

Click on the shield with the emblem of your realm and you will list the guilds.
I seem to be able to list the guilds from all realms.

well we decided we didn't want all those FoTM chars after all and rejected Midgard
