If i didn't spec a base dmg style, but Celtic Duel instead.. Would it work like alb 2h spec? - You spec the CD giving higher caps, but the base damage isn't rising?

Not really, they arent related whatsoever.

If you know how mercs work, then you know how CD works, its exactly the same.

However if you dont, ill try to explain.

With 1 weapon and 50 cd, you are exactly the same as a guy with 1 weapon, only that you have 2 weapons to do the crap damage with 70% of the time.

Basically, the ONLY thing CD spec does, is give additional chance to swing with both hands, and increase your celtic dual styles damage.

Mercs Dual wield specc doesnt increase DW styles dmg

and cuz CD and DW are related and build up the same.
My 2 cents is that Cd styles doesnt increase in dmg of their styles either.

DW only adds change to hit swing off hand and give you styles - Merc will have to spec dmg type to raise dmg

more dw/cd increases the style bonus when doing dw/cd styles.
