If the requirement says 4l9 that means 4l9 or under, pretty logical considering the BG is 4l9 or under and it drops IN THE BG

No it means you need to be level 45-50 AND RR 4l9+ so if your rr4l9-rr13 you can use this sword and if you are rr1-4l8 you can't.
Still waiting for the screenshot though as this could just aswell be a fake, then again it's (EA) Mythic so you never know.

It could be just that the proc didnt work until 4L9.. just like CL weaps, get em at CL3(or completed CLquests) and you dont get to use the abilities until you completed CO5 or CL5.

About the weapon, methinks its a good thing. A nice new weapon but not TOO over powered. Im just thinking about eh horrible uber weapons on WoW for comparison.
