There's a lot of toa jewels that can easily be aquired by doing quests. The list of quests is on http://www.visionofsages.com. The ones that are nice are Lava scorched/etched (not sure) belt, Cenalons ring of power, Ring of the Seven Storms, Ebon hide Bracer, Ancient copper necky from soa still rules

Can also still use Ancient copper coin, but there's a quest too if you want a toa jewel, not sure if it's that good though. And Wrap of Withstanding is a nice cloak.

How much time and effort are you willing to spend on it? Can you get a decent number of folks to help with artifacts?
Heh, very difficult to say without knowing that. Erinys Charm, Jacina's Sash, Zo'arkat, or even Cloudsong are all nice to have if youve time time/help to get them. Or if you like being a little different Tablet of Atlantis or Eternal Plant have their uses too.

Im using a pretty easy template which i think works good for me
Jewelery i use:
Krojers dex ring Ml 1.5 reward
Krojers con ring Ml 1.5 reward
Ebon Hide Bracer (Parade for a Paladin quest - very easy )
Bracer of Heavenly bodies ( Ml9 drop )
Mau Totem of the Warlock (Aid the Mau Quest - Very easy)
Molten hephaestian belt (Ml 7.6 drop)
Flayed cetus skin ( ML 1.9 drop )
Artifacts:
Traldors oracle
Zahurs Crown
Other:
silksteel ash tainted sleeves ( Battler drop )
a ML 9 vest Not sure of the name but it got 2% cast speed
Anyway thats what im using, pretty easy/cheap items
OT: Nerf you in shade mode, suddenly you just attack like a very hard hitting infil
