Motoring Car noise

This might be a bit of a non-issue and i've yet to find time to perhaps speak to a mechanic (Specially with possibility of getting stung if i don't know what it is) but i'm sure someone may know what this issue is.

Basically while i'm driving along and decompressing/pressing the accelerator it has a somewhat "springy" noise which is audible, but not massively loud. This has been occuring for about a month now, so i know it's not due to the cold because of the relatively warm weather we have been having.

I've had issues with the car previously but they've all been fixed up pretty much. I remember years ago a cable on one of my older cars actually snapping, can't remember if that was the clutch cable or accelerator cable, but it was massively inconvenient obviously.

I do have one other question related to road-usage, which i might as well bring up here as it has been on my mind considerably over the past two weeks, i'm pretty sure i'm right, but doesn't hurt to be sure.

Basically on a long stretch of road i use, which is next to a now-disused golf club and also a childrens playing field, the local council has gone to work installing various forms of traffic calming measures.

One such measure is adding a new pedestrian crossing, it has been "installed" (With the orange lights and ground paint) however the lights are not "activated" yet since it has only just been installed.

Would this actually be classified as an active pedestrian crossing, and thus should you be stopping if anyone is waiting to cross (I always stop at "active" crossings when the time arises) but i obviously don't want to stop if i end up getting rear ended by someone following behind me.

Zebra crossing does not need lights, the road markings are sufficient.

If it has lights it isn't a zebra crossing, it's a pelican crossing and the lights are there for a reason.

The pedal noise will most likely be a dry linkage. Get a tin of oil (please don't use WD40, it isn't a lubricant) and spray a couple of squirts of lubricant onto the pedal linkage. Also under the bonnet, find the accelerator cable and give it a tug, if it squeaks in the engine bay then a tiny drop of oil there too.

The road markings are down, however the lights are still inactive due to it recently being installed.

Do as Tom suggested but also try doing a check on the cable you can see, if it's looking a bit tatty swallow the cost and get it replaced. The last thing you need is for it to snap.

Not traffic lights, just the amber lights on poles. It's a zebra crossing. It's active whether the lights are on or not.

See Gray's image above, I don't think he described it very well in his first post.

The crossing in that picture is alive. They installed one near me and had signs saying "crossing not in use" up until the first of the next month when it went live. So I would expect similar if it was not meant to be used.
