Cant see other peoples logos

Please help!
Which commands enable the viewing of other peoples logos.
Are they enabled on the BW servers?
I've put in :
cl_allowupload "1"
cl_allowdownload "1"
All I get is :
Unable to add to CUSTOM.HPK

Yer I get that too. I think the logos make games a bit laggy though so may be for the better.
Dunno if it is a server command to disable them or not.

The BW servers have decals turned off, so you'll not be able to see them at all.

People tend to be as childish with their logos as they're when they play on the FF server
