I moved 2 weeks ago and as a result have not received my Ballot papers. Does anyone know if there is someway to vote without them?

Unless they were sent to your old house, you call up its new owners and drive and pick them up ofc :p

On the back of the polling card it says:

"This card is for information only. You can vote without it, but it will save time if you take it to the polling station and show it to the clerk there"

I assume you can go to the polling station you've been assigned (so they match your name on their list) and take id, explain the situation and you might be allowed?

Found it on my local council website. Went down and they found me nice and easy.
