Can I play imported ps2 games without chipping my console?

I want to play Suikoden 3, etc. Is there something like an Action Replay cartridge that'll let me play any games, regardless of what region they're from?

Nope.

The easiest way without chipping is to fit a flip lid (and it's even easier with the new slimline ps2s) and buy a copy of swap magic.

There are slide tools available for older shape ps2s which u force under the tray and manually unhook the drive mechanism, but as you can imagine they aren't great for the wear and tear.
