cable modem ans cs server

I want to run a CS server for max 0f 6 ppl does anyone know the best setting for this this is my set up

athlon 800
640meg ram
ntl cable modem

thats the basic setup.

now when my mates join the ping goes up n down like a yo yo so i want a semi stable ping ie ping rates from 80-170 and the complain of lag...
yea i know i need better ulpload speed cause the cable uploads to 128 and i know it fluctuates as well but someone must of run a server from one
any help appreciated

Max people will be 4, any more and super lag takes effect.
