I have HH, it is £40/month with £15 free calls, which is actually £25/month, same as you quote for NTL.
HH _is_ ISDN2e, this allows you to "dual-bond" two 64k lines together for 128k, it's twice as fast but you pay for two phone calls, you can get close to 1Mb/min on a fast UK server. I've done this with my ISP and BW, but it doesn't give much increase on Q2 pings so I only use it for big downloads.
I have a "BT Speedway" Internal ISDN2e card which was < £40, last I heard was BT give them away free with HH. Its actually a rebadged AVM "Fritz!" Card, they are a German company and their support/drivers are excellent, I have had no hardware or driver problems with it at all.
I have had NO problems with HH since I got it last October, I would recommend it, but basically I had no choice as there are no Cable companies in my area, so I can't really compare it.
You may find that NTL insist you use them as an ISP if you want their ISDN, in the same way of Cable companies, check this out, BT HH is ISP-independent.
