Why isn't dex capped if your focussing purely on bow?

Why isn't dex capped if your focussing purely on bow?

capped bow speed buffed is 10% casting speed and dex 386. if dex higher it don´t help anything to speed or dmg.
so if starting points 10dex, 10 str, 10 con u need anyway aug dex2 to get capped speed.

this template + buffs + 10 dex starting points give 376 dex + aug dex2 = 388 dex = 2 over capped bowspeed.
