Ok, specs (listed in inst, weap, stealth format):
49/44/1 - charm spec with decent weapon skill.
43/50/1 - melee spec, use with thrust for dragonfang, can do 44/50/1 with autotraining.
44/44/21 - stealther spec.

RAs: all of them.
Depends on your spec to some extent. SoS is a must. melee spec benefits from dodger and IP; charm from tireless, mcl, ip, sw; stealther from ip, mcl. Worth getting toughness and aug con to at least 1 with any spec.
