Notepad?

Personally, I use Allaire (now owned by Macromedia) Homesite [!] as its a good medium between Notepad & having an open Browser while refreshing every so often. And it has shortcuts, and whatnot.

I don't think there is, b/c php and perl is not like html, that can be generated by wysiwyg. I always use EditPlus it's really good!
Good books are from O'Reilly's. Very useful for getting the right syntax.

If you are looking to learn php and perl try picking up a 'Teach Yourself in 21 days / 24 hours' type book.

if you are looking for good reference on an Intermediate level then look at 'PHP Programming' from WROX, or the camel book ('Programming Perl') from O'reilly.

like everything in programming there is no substitution for learning things by hand, there are a variety of decent editors such as textpad (www.textpad.com) or UltraEdit (www.ultraedit.com).

if i was you, learn Perl first, then move to PHP, Perl is a more worthwhile language to learn at the moment for your cv, or skillset. It will also make the transition to PHP easier because the languages have similarities.
