Blocking rate ?

Can somebody enlighten me as to how the blocking rate is calculated ?

I know that each point in shield increases chance to block with 0,5 %
But what is the basechance to block ?

And how about dex/qui, how do they effect block chances ?

I offc also realise that Mastery of Blocking increases chances, but interested in the base chance and dex/qui contribution

And some of the info on the Q&A's is dead wrong as well.

One of the recent grab bags stated that dex has a multiplicative (spelling?) effect on your block rate.
This means that 10 extra dex doesn't add a fixed percentage to your block rate, but rather gives an increased multiplier with which your combined block rate ( spec+ items+RR+ ra's) is multiplied.
The same also applies to parry and evade btw.
