You mean blocking epople from contacting you? Yes, but you have to get your provider to do it. Not sure how complicated it is or if there is a cost involved.
Alternatively, you can use accept lists, to only allow numbers on your phone book on many phones. Or just stick them in a caller group with no ringtone.
