The necklace is added. The trick is that it's random if you get the item. Next patch you will be able to do the quest over and over until you get it.

I did the quest .. didn't get it
A friend of mine did get it.

Yep the quest is repeatable in 1.61 until you get all 4 (?) rewards of the quest.

Maybe you dont have to repeat the quest over and over again until you get the neckie. Found this post about it a while ago.
