Attribrute caps from Realm Rank?

Does RR affect attribute caps?

According to http://www.camelotseer.com/handler.cfm?app=resources/gameplay&method=Caps , I should at level 34/RR1L5 have an item cap of +51 from level, and +25 from RR.
Checked on it tonight and my Strength seems capped at +51.

Is this table supposed to be accurate or has the system been changed?

The bonus stat caps from Realm Ranks was not implemented, but the caps will increase again with ToA items.
