they are gonna add low lvl artis, but dont think as low as BG lvl tho...

Well, some will be BG usable, 3 new artifacts are added in 1.70. Check VoS.

lowest arti i know of is atens and thats 35, though since no one goes to bg3 anymore it would be pointless, though im pretty sure there is a lvl 30 artifact i read on VoS..
its pretty shit though just like atens

I'm using the Gem of Lost Memories in my RM's final setup, all things considered its not too shabby compared to other higher level Artifacts and takes Waaaay less time to level

The other sub-40 Artifacts are (atm)

Orion's Belt
Ring of Unyielding Will

Those 3 get added in 1.70 (New Frontiers) however at the moment there is already

Traldor's Oracle and Aten's Shield

I seriously doubt we'll ever see any 'Thid' (20-24) Artifacts though. Hope thats helped in any case.
