It's part of the level 50 cloak quest (Restoring The Magic) from Lady Lurlei. Finish the quest.

no, you need 1fg or close to one full group.

i did it whit 2pallys 1 arms and my self.

hes a bit enoying and you need to be lukcy whit the adds that rooot/snare you untill you go mad.
