Just a quick question for ToA newb....I have completed ml8 but not received enuff mlxp to raise to ml8. Can I still get in the dungeon or do I have to continue killing filthy albs and hibs until I am a full ml8 soujorner?

yes, u need 100% mlxp so that 8.11 is complete. Atm you are still ml7 with 8.1-8.10 done.
