Annoying Messages

I know the board knows of these messages. They are pop-ups that advertise all sorts of things, even programs that stop the popups and charge you for it. There must be a free way to do it though. "net stop messenger" in the "run" dialogue box works until the computer is closed down. Is there a more permanent method?
