There are quotas on commercial whaling, they are using the resarch ships as an exuse to go over them.

They are acting under the provisions - you may not like it but its perfectly legal.

I dont think there are any quota's for commercial whaling since its illegal.

Edit - oh its only illegal if you are a member of the IWC but you can choose to leave or object to the ban.

But there still arent any quotas other than those countries set themselves and alter at whim.

Japan has no quotas.
