Accent question; fallout 3.

I tried looking it up, no definate answer, maybe one of you lot know the accent.

Moira Brown("main" merchant, craterside supply), megaton, the accent sounds fargo'ish or canadian, but was just wondering if it's that simple or is it from somewhere around the US?
