No I do not believe you can activate another one either Its kinda why you dont see people running around with two of them or two battlers etc

If anyone can prove otherwise please post becuase i would be interested to know.

And how that?You can have only one ceremonial bracer at the time on 1 char.

get new cere(unactivate) givf to the npc in ruins afte rhe asks for scrolls, give cere(activated) ==>u get new arty with 0 lvl tho
and u can't have two

Try handing it to Arbiter(?) Some artis can be changed from crush to slash for example, worth a try imo
