45th Cleric Epic

I hit 45 the other night and after checking Warcry for cleric epics found there was one called PAssage to Eternity.

So off i trot to see lady whats-her-name but she aint putting out

So i check warcry again and find out i should've been given it part 1 of PtE at lvl 43.

so i'm wondering if
a) is it not in game yet? i.e. is it in a future patch?

or...

b) do i need to complete a previous quest? i've done all epics up to this point but i've got two low lvl quests unresolved - something to do with a fiery torch and the lost scrolls one. is there something in these quests which is preventing me receiving the PtE?

Is this the same problem in all 3 realms? Surely Mythic didn't think it would take people 6 months to reach lvl43?

nope - its just the fact that GOA need to translate the patches which delays everthing.

I heard a rumour that GOA are handing the translation stuff over to a third party who can at least read/write in German/French and English without the need to refer to a vocab book every other word.
