16.5 dps from 16.5 dps weapons...

Do you get the full 16.5 monty (i.e. it not being capped at 16.2 anymore) ONLY at RR5, or do you get it once you hit 5 bubs of lvl 50 XP as well (i.e. instead of having to hit RR5)...?

I was told that 50.5 got you it as well by the guy who got me into this game, and he usually knows what he's talking about.
