-10 quick?

i heard there was a cloak which gives -10 quickness. i cant find it on the various daoc sites about and wondered if anyone here knew of it?

have seen a load of weapons with -10 intelligence (from the thanes and co. in vanern) never seen this though

yea i will keep searching, its just having 25 quickness would be nice
