1.69 Newest Tradeskill Quest

I have 1083 WC, I have completed the 1st 2 Quests, yet it doesnt offer me the latest tradeskill Quest.
Can anyone tell me why?
Toon is only lvl 20 but i dont see why that should be a factor.
