the germinate bit is wrong kia and daisho are moving in and forcing smashkill out i think goons might be getting an extra system or to as well but not sure

It's automated, so it only counts sov. And sov4 / sov3 gives better than sov1. SMASH still has O20 at sov4. Which will probably change soon. That's why it's still on the map.
