alc rechargeing ?

how much skill do ya need to recharge stuff ? (need to recharge the 15% cele trinket's)

thing is i have 0 in alc and was wondering if it needed like 500-600 odd to recharge then i would lvl it, if it was lgm or something i would just hassle some alc to do it all the time :P
