A Briton with +10 Quickness on creation needs 64 Quickness in template with capped buffs to reach the 250 Quickness soft cap.
Then, with 4.1 speed weapons you need 10% item haste and 35% spell haste (20% normal, 15% celerity) to get ~ 1 swing/1.5s.
Imo the template should have fully capped stats, more style damage, +11 Dual Wield, capped body (lower resists elsewhere) - but this is not possible together with SoM.
